The problem is that this only works if your organization already understands what should be encoded.
Most teams do not.
They are still figuring out basic things:
- which tasks agents are actually good at
- where tool use breaks down
- what kind of handoff logic helps versus hurts
- how much autonomy is acceptable
- what a good outcome even looks like
If those answers are still fuzzy, building specialized infrastructure too early just hardens uncertainty into software.
The Hidden Cost of Specialized Agentic Tools
Most organizations underestimate what it takes to build these systems well.
This is not just backend work or frontend work. It requires another layer of domain knowledge: how agents fail, how handoffs break, what kinds of instructions generalize, how to evaluate output quality, and which reliability tradeoffs are acceptable.
That knowledge usually does not exist by default inside a product engineering team. So the team has to build it through research, implementation, and iteration.
And that iteration is expensive.
Every cycle costs something. You burn tokens while testing prompts, retries, tool wiring, state handling, and agent handoff logic. You spend engineering time on invisible reliability work. And model evaluation is not cheap either. If you want to improve the system seriously, you need evals that are repeatable, representative, and good enough to tell signal from noise.
That means building datasets, defining success criteria, running comparisons, and revisiting them as the workflow changes. At that point, iteration is no longer just trial and error. It becomes an ongoing investment in measurement.
I have seen this firsthand. A workflow that looks simple on paper, like handing a task from one agent to another after a repo scan, turns into weeks of tuning. One model over-delegates. Another loses context between steps. A prompt change improves one class of tasks and breaks another. Now you are not just shipping a feature. You are maintaining an experiment loop.
You end up building evaluation frameworks just to answer a basic question: did the system get better, or did it just start failing differently?
This is the part many teams miss. A specialized agentic tool is not just a product investment. It is a capability-building project.
Reliability Is Harder Than the Demo
It is easy to make an agent look impressive on a narrow happy path. It is much harder to make it reliable across the repetitive, edge-case-heavy work real engineering teams do every week.
Once you move past the demo, the real questions show up:

Then You Still Have to Solve Adoption
Even if the tooling works technically, that is not the end of the problem.
You still need other engineers to use it.
That means dogfooding. It means fitting the tool into real workflows. It means getting people to trust it enough to use it repeatedly. It means surviving early failures without losing the room.
Part of the problem is that many engineers already come in with a strong prior: AI does not really work. So your internal tool is not starting from neutral trust. It is starting from skepticism.
Expectations for AI systems are also unusually high from day one. Engineers will compare your internal tool against polished demos and expect speed, reliability, and clarity immediately. A few bad runs are often enough to confirm their doubts and kill adoption.

For most teams, SKILLS.md wins because it is operationally cheap.
It is easy to iterate on.
It is easy to adopt.
It is easy to evaluate.
It is easy to scale.
It is easy to integrate into existing workflows.
That matters more than architectural elegance.
A specialized internal agent tool usually asks the organization to change behavior around the tool. SKILLS.md does the opposite. It fits into the workflows teams already have and gives them a standardized way to make those workflows legible to agents.
In practice, that matters a lot. A team can write a skill for code review, incident triage, or release prep, try it immediately, and improve it based on what actually failed. No platform roadmap. No new internal product surface. No large coordination cost.

There are real cases where markdown-based skills are not sufficient.
You probably do need specialized tooling when:

- you need approval gates, policy enforcement, or auditability
- multiple teams are sharing the same agent infrastructure at scale
- failure is expensive enough that guidance alone is not acceptable
But most organizations are nowhere near that boundary when they begin.
They are not constrained by missing platform infrastructure. They are constrained by unclear workflows, weak evaluation, and unrealistic expectations.
Specialized tooling does not solve those problems automatically. In some cases, it just hides them behind a more complex interface.
Build Skills Before You Build Platforms
This is not an argument against specialized agentic tools.
It is an argument against building them too early.
Most organizations should spend less time trying to invent a reusable agent platform and more time making their workflows explicit, testable, and legible to machines. In that phase, SKILLS.md is often the more pragmatic tool.
It is cheaper.
It is faster to iterate.
It is easier to adopt.
And it forces the organization to learn what actually works.
For most teams, the next step in agent adoption is not a platform. It is a clearer skill.
